§ Mr. NEALIt would not be correct to say that the railway companies are refusing to accept goods for carriage except at owner's risk; but in a few cases, owing to inadequate packing or other similar causes, they have considered it necessary to impose such a condition. If the hon. Member has specific instances in mind in which it is felt that hardship is caused and will let me have particulars, I shall be pleased to have enquiry made.
