asked the First Lord of the Admiralty on what authority, if any, the freight and insurance on bullion, the property of private owners, carried in His Majesty's ships during the War, was fixed at, usually, 25s. per cent., and, when freight alone was accounted for, was fixed at 4s. 3d. per cent.?

The rates charged to cover both the marine and war risk, which was borne by His Majesty's Government, and the freight were arranged with the Bank of England and settled with the concurrence of the Treasury.
