§ Mr. KELLAWAYIn considering the policy of disposal regard is paid, amongst other factors, to the cost of care, maintenance, and other charges thereon, but my hon. Friend will realise that the circumstances affecting particular dumps vary a great deal, and considerable discretion has necessarily to be given to the local officers in charge of sales.
