Mr. T. THOMSONasked the Home Secretary the reasons which led him to withdraw last year the Order requiring the carrying of rear lights on bicycles; and why similar reasons for its discontinuance do not hold good now?
§ Major BAIRDThe Order was revoked because the Home Secretary did not consider that the circumstances at the time justified the retention of the Order made under emergency powers, but, as my right hon. Friend explained in reply to a question by the hon. Member on the 18th November, he has since received representations 683W from the Minister of Transport which show that this Order is now necessary on account of the restrictions in street lighting in many places consequent on the shortage of coal.
