§ Colonel L. WILSONDetailed returns have been received half-yearly from the Protectorate for many years, and are scrutinised in the Colonial Office. They can only be inflicted by a sentence of the court or by the award of a visiting justice or the superintendent of the prison in every case in the presence of a medical officer. Any sentence in excess of 12 strokes requires the confirmation of the Governor.
