§ Mr. BONAR LAWI am not aware that any proclamation has recently been made in Syria by the French Government. My Noble Friend is doubtless referring to the message from M. Miller and to the Emir Feisal. A copy of the message was courteously communicated to His Majesty's Government by the French Government, and I am not, of course, at liberty to give the substance of the message without the consent of the French Government. As regards the second part of the question, the answer is, so far as I am aware, in the negative.
