§ Mr. MONTAGUThe Bill in question provides for a mutual system, between India and other parts of the Empire, of preventing the entry of criminals and bad characters. I shall be glad to let my hon. Friend see the papers if he desires. It is not a measure for regulating emigration or immigration in the ordinary sense.
