§ Mr. ILLINGWORTHThe subscriber in question has been supplied with 20 out of the 45 Sections into which the Telephone Directory is divided. Examination of his trunk calls shows that he does not communicate frequently with subscribers appearing in the remaining Sections. In view of the expense involved in the issue of the Directory it is necessary to exercise discrimination in distributing it free of charge.
