§ Mr. NEALSome such complaints have been received from traders against the increased railway rates which were adopted by the Minister of Transport on the advice of the Rates Advisory Committee. It was open to the Rates Advisory Committee to hold a public enquiry or not, as they deemed fit, before reporting, and the Committee's reasons for not taking that course are stated in their report.
