§ Mr. BONAR LAWI understand that satisfactory machinery for the joint discussion between employers and employed of matters affecting the cotton trade already exists. I am aware, however, that at the recent conference of the United Textile Workers' Association, a resolution was passed demanding the appointment of a Royal Commission, and if a definite request to that effect is submitted to the Government, and it can be shown that the existing machinery is inadequate for the purposes suggested, the matter will be considered.
