asked the Secretary for Scotland when he proposes to resume the publication as Parliamentary Papers of the Annual Reports on the state of the finances of the Scottish universities under the Universities (Scotland) Act, 1889?

Mr. MUNRO

The publication of the Reports in question was discontinued in 1916, in view of the recommendations of the Committee on Retrenchment in Public Expenditure. A copy of the Annual Report of each university is presented to Parliament and is available in the library. As at present advised, I think it is hardly necessary to incur the expense of printing and publishing the Reports as Parliamentary Papers.

asked the Secretary for Scotland what steps he proposes to take to inform the House as to the purposes to which the new Treasury grant, made to the Scottish universities last year, has been devoted before he asks the consent of Parliament to further grants?

Mr. MUNRO

As stated in my reply to my hon. Friend's question on the 26th instant, the grants referred to are paid out of the Vote for Universities and Colleges, United Kingdom, for which the Treasury is responsible to Parliament and I would suggest to him that his question should be addressed to that Department.
