§ Major KELLEYasked the Minister of Health whether he is aware of the growing practice of certain property owners in refraining from letting unoccupied houses, with a view to obtaining an excessive price for the same when sold with vacant possession; and whether he is prepared to introduce legislation at the earliest possible moment conferring on local authorities the power of requiring owners to let houses at reasonable rents after they have been vacated for a period of three months, and providing for penalties to be inflicted on owners who do not comply with such requirements.
