§ Mr. ILLINGWORTHThe question of creating additional substantive supervising posts for postmen in the provinces is under consideration, but the inquiries in the matter are not yet complete. The Head Postmen's Association has not been officially recognised. Its members are postmen with allowances for supervision, and are eligible for membership of the Postmen's Federation; and it would be contrary to practice to recognise a separate association in such circumstances.
