§ Mr. KELLAWAYMinistry officials are not permitted to use cars for travelling between their residences and the Ministry except in a very few instances where the official's residence is near the garage or on the route to the Ministry. Meals are not regarded as a part of official duties, but an absolute prohibition of the occasional use of a car to take officials to lunch would cause a loss of time which would otherwise be devoted to the public service.
