(f) Includes 9 Consular officers on loan from Foreign Office and 2 officers seconded from other Departments. the Department of Oversea Trade, distinguishing the appointments which have been made from the existing Civil Service and those which have been made from outside sources. Most of the commercial work of the Department is carried out by the cadres of Market and Trade Officers, and for these posts qualifications are necessary which are not usually acquired in the public service. A number of posts in these grades have in consequence been filled by persons with special commercial qualifications; all such appointments are made on a temporary basis in the first place in order that the suitability of candidates for permanent positions may be adequately tested.
