As regards the second part of the question, the Committee was appointed "to hold an inquiry into the present rates of pay and allowances, and retired pay or pensions" of the Royal Navy and Royal Marines, and the question of promotion from the lower deck was not within the scope of the Committee and was not dealt with in its recommendations. The matter is, however, before the Board.
