§ Mr. BALDWINI am aware that in two or three instances returning officers' expenses in Scotland have not yet been paid. There is no reason, however, why presiding officers, clerks, or tradesmen should have any grievance, as the returning officer to whom the question relates can apply to the Treasury for an advance to enable him to meet their claims.
