Mr. ROBERTSI can add nothing to the previos answers which have been given on this subject. It is considered that the quantity of spirits now permitted to be released from bond is sufficient to meet the reasonable requirements of the public. The responsibility in the matter rests with the War Cabinet, not with my Department.
