§ Mr. FISHERThe hon. Member's question raises issues of great complexity and difficulty, and I am not prepared to make any statement on the subject. In any case the time is not, in my opinion, ripe for such action as he suggests, and I have no reason to believe that it would be welcomed by teachers.
