§ Major ASTORThe appointment to which the question refers is made by the board of guardians, and is approved by the Registrar-General if the person appointed appears to be duly qualified. The Registrar-General advises that the claims of eligible men discharged from the forces should be preferentially considered by guardians in making these appointments, but he has no power to insist on the appointment of particular individuals.
