§ Dr. MACNAMARAI have been asked to answer this question. German fishing vessels are debarred from operating on the high seas by the stipulation in the Armistice which provides that the blockade is to continue. The Allies have, however, made a concession to the extent of allowing German fishing vessels to operate within certain limited areas adjacent to the German coasts.
