§ Mr. CHURCHILLI regret that it is not possible to allow captains and majors who have successfully commanded battalions in the field to retain their acting rank as, owing to the reduction in the size of the Army, there are not sufficient appointments for them. When vacancies occur, however, their names will be laid before the Selection Board for special consideration.
