§ Dr. MACNAMARAThe scheme is at this moment under discussion between the Admiralty and the Treasury. The terms and conditions are not yet settled, and it is not yet possible to say on what date the scheme will come into operation. It is hoped, however, that the main lines of the proposed scheme will be settled at an early date.
