asked the President of the Board of Trade what measures, if any, are being taken to provide that the standard uniform as authorised by Order in Council shall be worn by officers of the Mercantile Marine; and whether the necessary steps are being taken to make it an offence against the Defence of the Realm Regulations for an unauthorised person to wear the standard uniform?

It is not proposed to take measures to make the wearing of the standard uniform compulsory for Mercantile Marine officers. It is already an offence against the Defence of the Realm Regulations for an unauthorised person to wear the uniform.
