§ Mr. BALDWINThe hon. Member's inquiries on the first two points should be addressed to the President of the Board of Trade and the Minister of Pensions respectively, as the authorities responsible for administering the relative compensation schemes. I am aware of no legal authority under which compensation can be paid to ordinary members of the civil population not covered by the above schemes or by special schemes for Government employés.
