Sir J. D. REESasked the Secretary of State for India whether Lord Morley's dispatch of 1909 expresses the present policy of His Majesty's Government and of the Government of India in regard to the action of the State in respect of the introduction of new industries into India?
§ Mr. MONTAGUI would refer my hon. Friend to Chapter XI. of the Report on Indian Constitutional Reforms, where the policy of the Government as regards Indian industries is dealt with. The Viceroy and I have there expressed our belief that on all grounds a forward policy in industrial development is urgently called for, and that if the resources of the country are to be developed, the Government must take action.
