§ Mr. CHURCHILLThe answer is in the affirmative. It should be understood that, although the terms and conditions of service for the reconstituted Territorial Force are not yet promulgated, these officers have been actively employed in preparing for the reconstruction of the force, in order that there may be no delay when the actual conditions are announced. They have been working in close consultation with the War Office on all questions connected therewith.
