§ Lieut.-Colonel AMERYSteps have been taken to introduce an elected element into the Legislative Council of the East Africa Protectorate, and there has been an increase of the unofficial element in the Councils of the Gambia and the Gold Coast. Proposals for a reform of the Ceylon Constitution are now under consideration, and, as regards Malta, I would refer the hon. Member to my reply to the hon. Member for Stafford on the 19th of November.
