DAVIDSONasked the Secretary of State for War whether other ranks of the British garrison of Mesopotamia receive their pay at the exchange rate of 1s. 4d. to the rupee, while officers receive their pay through Cox at the current rate of exchange; and, if this is so, why there should be any difference as between officers and other ranks?
§ Mr. CHURCHILLThe whole of the pay of other ranks is issued, as in India, at the fixed rate of 1s. 4d. For officers whose pay is not fixed in rupees the object of the Regulations is to provide, at the fixed rate of 1s. 4d. a share of pay and allowances sufficient to cover their local expenditure, but the balance of their pay, which may be presumed to be spent in sterling, is issued by the Army agents in the sterling in which it is fixed. The amount issuable at 1s. 4d. is reviewed from time to time to meet the conditions prevailing.
