asked the Secretary of State for War whether some recognition can be made to those non-commissioned officers of the Territorial Cyclist Battalions who volunteered for active ser vice at the commencement of hostilities, but were put to coast defence work and kept in England training successive batches of recruits without being given the chance of going overseas; and whether a distinction can be made between those Territorials who did not volunteer for active service, but were conscripted and sent abroad and those who volunteered from the start, but were kept at home by the authorities?
