§ Mr. SHORTTI am aware that a poll-tax is and has been for many years imposed on all aliens, including British subjects, entering the United States of America. The amount of the tax has been increased from time to time, and now stands, I am informed, at eight dollars. It is a matter within the competence of the United States Government, and there is no action for me to take in regard to it.
