asked the President of the Local Government Board whether he is aware that a number of graduates of the constituent universities comprised in the combined English university constituency have not registered as Parliamentary electors for the constituency owing to the high registration fee charged by some of the constituent universities; and whether he will make representations to the governing bodies of the constituent universities with a view to a uniform fee not exceeding 5s. being charged for registration?

I am not aware that graduates have not registered as Parliamentary electors for university constituencies for the reason mentioned by the hon. and gallant Member. Section 19 of the Representation of the People Act, 1918, entitles the governing body of every university forming part of a university constituency to charge a registration fee not exceeding £l. The matter is not one in which the Local Government Board have any authority to take any action.
