§ Mr. MACPHERSONIn order to provide sufficient captains for the new Service battalions, it was decided early in September, 1915, to give the temporary rank of captain to all Regular lieutenants of over four years' service. It is considered that the reasons for this decision have now ceased to exist, and the discontinuance of such promotions is now under consideration.
