§ Dr. MACNAMARANo special instructions have been issued regarding the particular class of cases referred to. But in the ordinary course the local officers would take account of the circumstances, and give such preference to the applicants referred to as is compatible with preference being given in other cases in accordance with Admiralty Orders; for example, to applicants who are widows and orphans of men who have given their lives for their country in the Naval Service, as referred to in my hon. Friend's question of 12th July, 1917.
