§ Mr. MACPHERSONThe answer to the first part of the question is in the affirmative. A man having grounds for protest has the same right as any soldier to represent the facts to his commanding officer, and instructions have been issued which provide for careful investigation of such cases. I would also refer my hon. Friend to the answer which I gave on the 5th February last to my hon. Friend the Member for Blackburn.
