§ Mr. ILLINGWORTHGirl messengers are engaged, as a rule, between the ages of fourteen and fifteen. No promise is held out to them of a permanent career in the Post Office. They are encouraged to fit themselves for other employment by attending educational classes. Attendance at classes is voluntary.
