DUNCANasked the President of the Board of Education whether he is aware that under the present system of 60W scholarships hardship is often caused through the parents of a winner of a scholarship having to remove to another district and the scholar, in consequence, having to forego the benefit of the scholarship; and whether he will consider the possibility, either by amendment to the Education Bill or otherwise, of instituting a national system of scholarships so that a scholarship winner may derive the benefit irrespective of the area in which he may be compelled to live?
§ Mr. HERBERT FISHERI am aware that cases of hardship, such as my hon. Friend describes, not infrequently arise. The matter has been under my consideration, but it is very complicated, and at present I have found no way of surmounting the difficulties.
