Mr. BALFOURI have nothing to add to the answer which I gave to the hon. Member on December 5th, 1917, except to state that the pamphlet advocating these polygamous marriages was written by a German named Carl Hermann Torges, and published by the firm of Oskar Muller, of Cologne.
