BULLasked the Secretary of State for Foreign Affairs if he can state the purport of the Russian Revolutionary Army Order generally known as Prikaz No. 1, the date at which this was issued, and by whose authority it was issued; and whether any British official account of its effect upon the organisation and efficiency of the Russian Army can now be made available for public information?
Mr. BALFOURArmy Order No. I was issued by General Goutchkoff, under the authority of the Provisional Government, in the middle of March last. His Majesty's Government have received many accounts of the deplorable effect of this order on the efficiency of the Russian Army, but I do not consider that any useful purpose would be served by publication.
