§ Mr. CLYNESThe arrangements have not yet been completed, but the scheme contemplates the purchase of, approximately, 40 per cent. of the Indian crops and 27 per cent. of the Ceylon crop. The contracts extend from the 1st November, 1917, to the 31st May, 1918. The price is based on the average prices secured for the teas of each garden for the years 1911, 1912, and 1913, subject to certain modifications to meet existing war conditions. Private importations for the United Kingdom 2023W will not he allowed, but private firms can purchase for shipment to the Colonies and foreign countries.
