asked the Parliamentary Secretary to the Shipping Controller whether the Government have yet come to any definite decision with reference to the large number of orders for steamers which have recently been placed in this country by neutrals; and, if not, whether they will favourably consider absolutely prohibiting any British shipbuilder commencing a vessel for a neutral owner till after the losses of British vessels through the War have been made good?
