§ Mr. FORSTERI would refer my hon. Friend to the answer given on the 15th instant. The potatoes in hand are retained for consumption, and there is no foundation for the suggestion in the second part of the question. I have communicated with the military authorities in France, and nothing is known of potatoes frozen on the quay at Havre, but thirteen tons were frozen in trucks while en route.
