Mr. SNOWDEN

asked the Secretary to the Local Government Board if he has received a resolution passed by the Blackburn Women's Council asking the Local Government Board to require the Blackburn Borough Council to form a maternity sub-committee of the health committee, and to co-opt working women as members thereof, as recommended by the Local Government Board in the provisions of the Notification of Births (Extension) Act, 1915; and, in view of the refusal of the borough council to form such a maternity sub-committee, what action he proposes to take in the matter?
