§ Mr. DUKEArrangements for the distribution of seeds under the Loan Scheme are made by rural and urban district councils, the unit of area being the rural or urban district. Supplies will be distributed from one station in each area, but in a few instances it will be desirable to arrange for two or three distributing centres.
