asked the Financial Secretary to the War Office whether he is aware that at Folkestone a number of soldiers, some of whom have been wounded, are being engaged on ordinary dockers' work, such as coaling ships, and, in addition to Government supplies and mails, handling such things as perfumes, fancy side-combs, cases of champagne, etc.; that the men are only receiving ordinary Army rates of pay; that in being put on this work civilian labour has been displaced; and whether he will take steps to secure that ordinary civilian work is done by civilians and review the whole question of the rates of pay for soldiers engaged on work of an analogous character?
