§ Mr. MACPHERSON:My hon. and gallant Friend has been in communication with me about this. The ration of tobacco is given overseas as it has been held that the soldier in the field is unable to obtain it. These conditions do not apply at home, and the issue of a ration is not considered necessary by the military authorities. It is not a question of price, but of facilities for obtaining tobacco that governs the distinction.
