§ Mr. FORSTERI assume that my hon. and learned Friend refers to the regimental funds which a unit accumulates mainly by rebate on the sale of goods in its regimental institute. It is not possible to give a list of the objects to which these funds may be applied, but a commanding officer has a general discretion to use them for the benefit of his troops, and the objects of expenditure naturally vary according to the needs and circumstances of the particular unit.
