asked the President of the Board of Education whether, to allay the prevailing unrest amongst teachers in elementary schools, and to give them the hope of permanently improved conditions of service, he proposes to discuss with local education authorities the question of increasing teachers' salaries by an equitable contribution from local rates and Treasury Grants?

My right hon. Friend is fully alive to the importance of placing the teaching profession on a satisfactory footing, and he recognises that this problem involves a careful consideration of the relations between local and central finanee, but he is not at present in a position to make any statement on the subject.
