§ Mr. FORSTEROfficers do not lose all chance of promotion owing to wounds or sickness; they are considered for promotion in the unit to which they are posted as vacancies occur on the establishment. In cases where the commanding officer under whom an officer formerly served is absent from the unit for any cause it is customary to communicate with him regarding the fitness of officers for promotion.
