Mr. RUNCIMANThe Wheat Commission is not in the nature of a Commission of Inquiry, nor is it a body with power to 1149W decide questions of policy. The members were appointed purely on grounds of expert business knowledge and in no sense on the basis of a representation of interests. It is not proposed to depart from this principle.
